Is Rociel Evil?
If you want to think purely in terms of the story, Setsuna is the hero. Rociel is one of Setsuna's many obstacles in his quest for his sister. They fight that big battle at the end. So I suppose, yes in that sense, he is one of the bad guys.
Rociel even comes across as a _reformed_ bad guy, when he gives Setsuna his wings. Though to interpret that little gesture as "Oh, I see I was wrong. Here, I repent." Would be taking too much license. But neither can you say that in TK Good and bad are subjective terms. Morality, compassion and malice are all clear and distinct in that story.
My opinion is that Rociel is bad, but not evil. He's cruel, capricious, spoiled, petulant and immoral. Really, with the privileged life he's had and the power he's enjoyed he has no right to fall apart like that.
On the other hand, he is suffering. He was made the way he was by the Creator. The early Rociel Katan describes to Kirie was quite different, benevolent and kind. I want to make excuses for him. I Just want Katan to give him a hug and tell him It’s All Going To Be Alright. -_-;;
In the final reckoning, he's a villain, but one we can all feel sympathy for.
